My first post on here, hi and a Happy New Year one and all!. This seems to be a characteristic of modern diesels, my Berlingo 2.0HDi will do this in any gear, e.g. when stationary and in first gear, if you lift the clutch slowly it will pull away at a steady crawl, without touching the accelerator. My wife's previous Mini One D with the Toyota Yaris engine and six speed gearbox would do the same and it was possible to gradually drive it all the way up to about 30mph by using the gears sequentially and no accelerator. It would also never stall on a hill regardless of throttle position as long as you lifted the clutch gently. As pointed out driving around at these very low rpm does not do much for fuel economy and I am guessing it is not that good from the point of view of clean running etc..
