I had the same problem on mine last year. Removing the wiring plug from on top of the thermostat should engage both fans for high speed operation. Only 1 of my fans was working. I span the fan that wasn't spinning with my fingers whilst the ok fan was on and the faulty one started spinning. I removed the front grill and gave the faulty fan motor a few taps with a hammer and it starts properly now.
