Hi, I also have a V reg HDI and asked the very same question. When I asked Citroen, mutterings of front bumper removal were made. But I was able to change the drivers side foglight bulb, by removing the from indicator light and stretching down from there. It took a few goes, especially to make sure you don't touch the glass of the bulbs and it was a tight squeeze. But it worked and a lot easier than bumper removal. HTH
