I guess a Citroen specialist would be the first port of call, followed by the main dealer (OR a scrappers if your wanting to spend less and do more yourself). My C5 has the same issue with the climate control, but I can hear the motor on the passenger side just stutter a bit, which sounds like it could be stuck. The speedo had also failed, but moving the needle up to the 30 mark then back down to 0 fixed it, hopefully a similar thing may fix the motor in the climate control.
