bumperman

On my 96 xantia 1.9td SX estate the washers have suddenly stopped working, plenty of liquid in reservoir but no whirring of pump motor(where is it located-under driver's wing?). Handbook says same fuse as wipers and they work OK. No other electrical faults. Any ideas? How do I get access to washer pump? Should I suspect control stalk? Thanks John
