Pipemagics

Hi guys, newbie to the forum so looking for some advice, i have a C5 2 litre hpi 2002 which will not start, it will fire chug a little and die, has fuel, has spark, but seems to be choked up, take filler cap off and appears to have exhaust gases flowing from the oil filler. No oil in water or vice versa. would a faulty egr valve cause this problem?
