Does the radio work without the key in the ignition?

Mine doesn't, you must have the key turned to accessories (as they call it) and after about 30 mins Eco Mode boots in.

But further down the handbook it says the radio can be operated even without the key in the ignition

Dear C3 friends, (C3 1.4Hdi 16v exclusive)

 

Radio will work for up to 30 mins (after switching of the ignition) without the key in the car. Then the 'eco' mode will cut in and switch it off to conserve battery power so that it isn't left on all night, for instance.

Mine will work before the ignition is switched on
