Brake 'rasp'

I've not had chance to get the wheels off and take alook at the pad level, but i feel a 'rasp' vibration from the brakes when pressed lightly?

 

Is this the way the valves operate or does it sound like new discs needed?

 

I found disks and pads off ebay for £25 so im not too fussed either way, but im not used to the braking system on citroens and i noticed this this morning.
