C3 Central Locking Issue

I have a C3 that has developed a fault. The key failed to operate the central locking, when I tried to start the engine the starter motor turns over but engine dose not start, I took the battery off and recharged it put the battery on and it works fine.

 

I left the car over night with a fully charged battery same happened again could not open the car and wouldn’t start.

I purchased a new battery left it over night same thing happened.

 

I have found if I disconnect the battery for a few minutes the central locking works and the car starts. Could disconnecting the battery reset the central locking and immobiliser and if that’s what is happening any idea how to repair this fault.
