Headlight Beam Adjuster Motor Constant Noise

I think I have finally found out what the buzzing noise is on the front left hand side of my 51 plate citroen xsara 2.0 litre HDI sx is,

 

when I try to adjust the beam with the dial to the left of the steering wheel marked 1 to 3 the one on the right moves up and down the one on the left is stuck and the motor is still trying to move it making a buzzing noise.

I looked in the car manual to see if it was on a fuse I could pull until I get chance to replace it but when I pulled F9 on the box under the bonnet the headlight dipped beam went out.

I just need to disable the motor to stop the noise, and the battery from getting flat.
