A quick look at the parts diagrams (without knowing the exact model/year/engine) shows the seat height adjuster mechanism and handle are available as spare parts so it appears the seat can be repaired if the mechanism is broken. Check with a Citroen dealer for the right parts and cost using your car VIN.

The parts are available, but the height adjuster 8920AQ which is the part of the seat frame that fastens to the runners is about £300. The handle 8920K4 (if colour grey, 8920VY if tramontane) is about £30. It may be your best option is to source another seat from a car breakers or have a good look at your seat and see if there is anything obvious which is wrong that you could repair.
