Welcome to the forum.

If you have a spare key try this in the ignition. In the key there is a chip that is detected at the ignition switch and through the car dash fusebox (Citroen call it a bsi) and ecu, allow the engine to run if the chip is the right one. There are many people who come up with this problem, some try fitting a new bsi/ecu/ignition switch and keys but it does not always work. Your best option is to let a Citroen dealer do a diagnostic check to find the fault. I would also contact the previous owner to see what they know about the fault since they may have tried to fix it before.
