Welcome to the forum. Has this just started to happen, did you use the fog lights earlier in the day ? Fog lights normally can not be switched on if the engine is not running, so it must have a wiring fault or a relay has stuck on to provide a permanent 12 volt supply to the light. Since the car is under warranty it has to go back to the dealer. Our C4 it has cornering lights so that when turning the fog light on the inside of the corner will come on - I could not find anything in the C3 handbook on this but on the C4 it is programmed on/off through the menu on the radio. It only works when the engine is running and the fog lights can only be switched on when the engine is running.
