Welcome to the forum.

I would check the bulbs have not blown first. You may be able to see by looking inside the headlights from outside, if not, remove a bulb to check.

Hi!

I had this problem on my 2002 C5, and the solution was to replace the relay for the dipped head beam lights.

The relay has the following model: 51ND10-W1, and it located on the Printed Circuit Board sitting just next to the battery. You have to open the cover next to the battery, disconnect all the cables from the PCB and remove the PCB (disconnecting the nut holding 2 cables).

The relay is soldered onto the Board (5 pins). It is tricky to remove because it is glued onto the Board as well.  (You have to use a knife to cut the plastic, and also use some more force than you really want to, to get it of..)

You find the relay by looking next to the fuses for the light in question. â€‹

I soldered a new relay onto the Board, and the bulbs lit again :)  Total cost: $10 + some workmanship..

I have photos, but weren't able to add them here. If you contact me via the forum, we'll find a way to deliver them..
