Try the breakers or possibly ebay. But be wary of using a secondhand towbar for anything other than pulling a small trailer. You'll never know its history.

The price difference between an old towbar and a new one when you add the likely cost of all new bolts is not enough to make the possible risk of an old one failing worth the bother. Towbar bolts are all high tensile ones so you would need to source the right strength, could be 8.8 or higher.
